While the RNT Foundation efforts are primarily focused on policies that protect GNSS and support resilient systems, supporting technologies are essential. Global Systems

Government-Sponsored GNSS – Information about government-sponsored Global Navigation Satellite Systems (GNSS) is easily obtained from numerous sources. For comprehensive general information on GPS, as well as links to other GNSS sites, we recommend www.GPS.gov. An excellent source for technical information of all kinds is the US Institute of Navigation at www.ion.org.

Satelles – This commercial satellite, subscription-based service is in its early stages of deployment (2018).

Continental Systems

eLoran

Numerous studies in Europe the United States and Asia have assessed eLoran as the best wide-area complement to satellite navigation and timing systems. These documents discuss some of the technical and performance aspects of the system, as well deployment of the systems in NW Europe and in South Korea.

Local Positioning Systems

Local Positioning Systems can operate indoor and outdoor, and are able to work in cooperation with, or independent of, space systems. If they use a part of the frequency spectrum distant from GNSS, they can also provide great local resilience against jamming, spoofing and other interference. Many are able to achieve greater precision than a typical GPS/GNSS receiver.

DARPA Chip Scale Atomic Clock

Responding to the threat of GPS jamming on the battlefield, the Defense Advanced Research Project Agency is developing highly miniaturized inertial navigation systems that would be able to maintain precise timing and navigation in GPS-denied environments. Global Navigation and Timing Resilience Projects

The importance of resilient navigation and timing services is well recognized. Often this is articulated in national policy documents. In other cases the only evidence is in what the nation or region is doing.

International Maritime Organization (IMO)

As part of its E-Navigation Strategy, the IMO has recognized that “E-navigation systems should be resilient and take into account issues of data validity, plausibility and integrity for the systems to be robust, reliable and dependable. Requirements for redundancy, particularly in relation to position fixing systems, should be considered.”

International Assn of Marine Aids to Navigation and Lighthouse Authorities (IALA)

IALA is an international organization that regularly provides advice to IMO on navigation issues. IALA has documented the need for robust and resilient electronic navigation upon many occasions and as part of its on-going e-Navigation efforts. United States

The United States has long recognized the need for resilient navigation and timing. In 2004 President Bush formally identified the problem in National Security Presidential Directive 39, and directed acquisition of a backup system. As of October 2013, the US has not taken any action to acquire such a system. For more on U.S. policy efforts to date, visit the US Resilience Policy and Desired Architecture section on this page.

United Kingdom & Ireland

The General Lighthouse Authorities for the United Kingdom and Ireland have determined that a robust terrestrial electronic navigation signal (eLoran) will improve safety and security, while reducing the overall cost of the navigation services they provide. Since these services are funded with fees paid by ships calling at UK and Irish ports, this will also minimize the cost to the users. Note that the GLAs are deploying an eLoran system now to ensure resilient navigation and timing.

European Union

While we can find no European Union policies for resilient navigation and timing, France, Denmark and the UK formed the “EU eLoran Forum” and developed this paper in 2008. The forum met in Moscow in 2010 with representatives from the Czech Republic, France, UK, Norway and the Russian Federation to discuss the status of eLoran and eChayka (“Chayka” is the Russian loran system) in Europe. No paper was published as a result of this second meeting, but that the meeting occurred was recorded on the website www.internavigation.ru.

Far East Radio Navigation Service (FERNS)

FERNS is an agreement between the Russian Federation, South Korea, the People’s Republic of China, and Japan to maintain a coordinated Loran system. Japan plans to terminate its Loran system, while South Korea, as mentioned above, is implementing a very robust eLoran system. Russia (also mentioned above) is working with the UK to upgrade its Chayka (Loran) to eChayka, with a special emphasis on navigating in the Arctic. China’s intentions for resilient navigation and timing have not been announced, although it is clear they are maintaining their legacy Loran system. Iran

The Islamic Republic of Iran has announced it has a terrestrial positioning system, but few details are available, other than it using high power transmitters and being different from GPS. From that description, and because Saudi Arabia to the southwest and Russia to the north have Loran/eLoran, and India to the east will be building eLoran, it would be reasonable to conclude it is some variation of Loran that may work cooperatively with neighboring systems.
